Short answer
RocketMod remains attractive when you depend on established Rocket plugins. The original RocketMod repository is archived; use a maintained compatible distribution such as RocketModFix. OpenMod is a newer framework with dependency injection, modern tooling and support beyond one game.
Choose RocketMod-compatible
Choose it when a required plugin only targets Rocket, you are migrating an established server, or your staff already knows Rocket permissions and configuration.
Choose OpenMod
Choose OpenMod for a new project when the plugins you need support it, or when you are developing modern .NET plugins and value its package and service architecture.
Do not mix blindly
A plugin compiled for one framework is not automatically compatible with the other. Inventory every plugin, permission group and data dependency before migrating. Test the complete stack on a copy of the server.
Security rule
Only install releases from the framework maintainer or a publisher you have independently verified. A plugin DLL executes server-side code with the container user's permissions.
